Sorry to hear you are having issues using you fullscreen wallpapers when chatting. Please see this link to answer all your questions.

Be sure you have full access turned on and allow NoVu to access you photos.

The wallpapers are added to you photos folder and can be used thoughout your device, i.e. homescreen/lockscreen etc.
